Definition Public institutions operated by the state which provide intensive training and supervision for individuals with developmental disabilities (or a developmental disability and one or more secondary impairments) whose behavior in the community has led to involvement with the criminal justice system or who have serious medical problems, severe behavior challenges or other needs that currently cannot be met by available community resources. Residents are committed through the judicial system or referred by an appropriate agency, and receive a full range of residential, educational, medical, mental health, behavior management and other supportive services to help them develop the personal, social, vocational and recreational skills they need to increase their independence and enable them to live successfully in the community, whenever possible.
