Definition The Civilian Health and Medical Program of the U.S. Department of Veterans Affairs is a medical benefits program through which the VA helps pay for medical services and supplies obtained from civilian sources by eligible dependents and survivors of veterans who are permanently and totally disabled as a result of a service-connected disability, who died as a result of a service-connected disability, who, at the time of death were totally disabled as a result of a service-connected disability, or who died while on active duty.
